The Cardiff trousers are padded from waist to ankle: 160 g/m² of polyester wadding sits between the Oxford outer and a smooth lining, which lets them slide on over another pair without catching. The hem width adjusts with a touch fastener, closing down onto the boot shaft instead of flapping around it. The waist is elasticated at the sides, letting the hips work when you crouch and making room for the layers underneath. 3M reflective tape and fluorescent fabric handle the visibility, by day and after dark.
In Quebec in January, nobody works outdoors without padded trousers. Elsewhere the habit is to stack three layers on the torso and keep the mid-season trousers — which is why you come in frozen after a day when your shoulders were warm throughout. The legs produce little heat on a static post, and they are the first thing the wind reaches at ground level. Lined trousers change a day of waiting far more than one extra jacket.
The polyester wadding insulates by holding still air between its fibres: it is that air, not the material, that stands between you and the cold. The tight, smooth Oxford outer stops the wind replacing that air and carrying the heat away as fast as it is produced — which matters on the legs, exposed at ground level where air moves fastest. The hem closed onto the boot does the same job at the other end, removing the opening that would otherwise let cold air travel up inside the leg with every step. Then there is volume: this model is cut wide to go over another pair of trousers, and that extra layer of trapped air insulates too, provided you do not squeeze it out by taking a size too small. The trousers meet EN ISO 20471 at class 1; the class required on a given site depends on the employer's risk assessment.
Because they cover the half of the body that gets equipped least. The padding runs the full length of the leg, the hem closes onto the boot, the elasticated waist makes room for base layers, and visibility holds in every one of those set-ups.
